The Division of Certification is responsible for issuing
and renewing certificates for all Kentucky teachers and
administrators. Staff works closely with local school districts
in the hiring process to ensure a properly credentialed
educator in every professional position in Kentucky schools.
Staff also works with Kentucky colleges and universities,
out-of-state institutions, and national evaluation agencies.
The Division processes approximately 25,000 certification
transactions annually. The Division also oversees Kentucky's seven (7) Alternate Routes to Certifcation, Troops to Teachers, and the Local Educator Assignment
Data (LEAD).

Preparation |
The Division of Educator Preparation ensures that preparation
programs for Kentucky educators meet established standards
of quality. It monitors the accreditation process, reviews
program and continuous assessment materials, and provides
technical assistance for program improvement. It also coordinates
the review of university-based alternative route to certification
and is responsible for emergency program review. Kentucky
is a National Council for Accreditation of Teacher Education
(NCATE) partner state with a performance-based partnership.
Currently, 14 of Kentucky’s 28 state-accredited educator
preparation programs also are accredited by NCATE. The Division also oversees Title II reporting and the KEPP Report Card.

Kentucky Revised Statute 161.028 stipulates that the Education Professional Standards Board (EPSB) has the authority to suspend or revoke the certificates of educators that engage in misconduct, or impose other conditions that protect the safety of students, and the integrity of the profession. The EPSB is
responsible for investigating and prosecuting all cases
of educator misconduct. EPSB annually processes
more than 300 disciplinary cases and 250 character and fitness
cases.

Learning and Assessment |
The Division of Professional Learning and Assessment
supports the mission of the Education Professional Standards
Board (EPSB) by maintaining the array of tests required
for teacher and administrator certification, and by overseeing
an active research agenda. The Division publishes reports
and information related to quality in educator preparation
and practice. In addition, the Division provides research
support for the board and cooperates with a variety of external
researchers on behalf of the EPSB. The Division also oversees
the Continuing Education Option, National Board Certification Incentive Trust Fund, and Kentucky Teacher and Principal Internship Programs.
